The race for California governor shows Xavier Becerra and Steve Hilton are moving on to the general election for Governor on November 3.

Current Governor Gavin Newsom is term limited and can’t run again.

According to “NBC News ” Xavier Becerra is leading the primary with 28% of the vote in the primary and Steve Hilton is second place with 24.8% of the vote.

with the general election race now set, what are their stances on affordability, housing, and immigration?

(D) Xavier Becerra

According to “priorities” by ” XavierBecerra2026” it states, “As governor, I will take on the cost of living head-on by standing up to price gouging and unjustified rate hikes, expanding help with childcare and essential costs, and using the power of the state to lower prices where the market has failed.”

This shows his goals to use state government to lower prices, expand childcare and essential costs while making laws against price gougers.

Also on Becerra’s “priorities” page it states, “On my first day as Governor, I will issue an executive order declaring California’s housing shortage a state of emergency and directing every state agency to treat housing production and affordability as the paramount priority. I will embed a senior housing delivery team across agencies that report directly to my office, whose sole job is removing obstacles to projects and identifying areas within state government that need reform so we can more swiftly deliver on housing commitments.”

This would make it easier to build houses in California, increasing housing so housing becomes more affordable and making housing a priority.

But what’s his stance on immigration?

According to “How California’s Next Governor Could Affect Latino Communities” by “Sfpublicpress” it states,” At a separate NBCLA debate, he claimed he would prosecute and convict ICE agents if they violated the law. He has, however, made it clear that if he were governor, he would protect access to essential medical health services for immigrant communities.”

Becerra’s plan is convinct ICE agents who break the law and keep essential healthcare for immigrants in California as governor.

(R) Steve Hilton

According to “Policies” by “stevehiltonforgovernor” It states, “Steve Hilton will introduce his plan to cut healthcare costs and wait times using savings from ending full Medi-Cal coverage for illegal immigrants and redirecting up to $20 billion a year to make healthcare more affordable and readily available for working Californians. Hilton will argue that Sacramento has put the wrong people first and that taxpayer dollars are intended to help citizens and legal residents before those who are here illegally.”

His plan to push for affordable and fast healthcare would take away healthcare for undocumented immigrants to make healthcare more affordable for everyone else.

Also on Hilton’s “Policies” page it states, “Time kills starter home development. [My plan is to:]

  • Create a fast-track approval process for projects that include starter homes
  • Set clear, enforceable timelines for approvals
  • Encourage innovative design that builds in flexibility, for example starter homes that can easily add more space to accommodate family expansion
  • If a project meets the rules, it should move quickly. No more endless waiting.

This would get rid of unnecessary regulation for building houses and push make it easier for these homes to be built to expand for families.

According to “Steve Hilton is in lockstep with Trump on immigration policy” by “NBC7SanDiego” Hilton stated, “As I say often, I’m the candidate of the legal immigrant community for the legal immigrant community. I want our legal immigrant community to have a shot at the California dream and climb that ladder of opportunity.”

This shows Steve Hilton doesn’t support undocumented immigrants already in California.
